In February, 2008, joined TOPCOR Companies, LLC, a Baton Rouge based parent company to eight specialty industrial contractors, as Chief Operating Officer. Also serves as President-TOPCOR Services, LLC.
Appointed and confirmed Secretary of the Louisiana Department of Transportation and Development by Governor Kathleen Babineaux Blanco on April 1, 2004. Recognized for efforts to streamline and make more efficient a large government agency. Developed immediate and effective relationship/network with state legislators, federal delegation, and state and federal agencies, as well as local governments, associations, and commissions. Department played a major role in preparation, response, and recovery for hurricanes Katrina and Rita. Provided day-to-day significant individual leadership on several critical issues: sourcing future transportation infrastructure funding; building the state's master and implementation plans for coastal protection and restoration, and; driving change management and continuous improvement efforts across the DOTD.
Prior to April, 2004, career spanned 27 years in the oil and gas industry with ConocoPhillips. Broad range of experiences and abilities, including: Senior oil and gas manager with extensive experience, both domestic and international, in the exploration and production segments of the energy industry. Extensive expertise in engineering, operations, profit and loss management, and portfolio management. Recognized for setting, driving, and achieving business results, broad technical versatility, leading multi-disciplined teams, and consistent high performance through leadership and a relentless work ethic. Ability to develop and maintain a team atmosphere, focused business direction, and delivering results under difficult business conditions. Significant expertise in the Gulf of Mexico, onshore Louisiana and Texas.
